Description

ABOUT THE COURSECities worldwide perform multidimensional functions which make them a beehive of activities both social and economic.  To guide against the multiplicity of problems confronting capital cities in general, it is imperative that the present growth and development be properly monitored, managed and controlled.  One way to achieve this objective is to harness all relevant survey data useful for planning and decision-making purposes.  Because planning data are in general vast, vary across space and are multidimensional, the need for an integrative framework for data management and analysis becomes important.  Such a framework is readily provided with the use of geographic information systems.  This framework forms the bedrock for the development of Land Information Systems (LIS) which can be described as the basic minimum requirement for efficient planning of any capital city.By the end of the course, you will understand the range of Arc GIS Desktop functionality and be prepared to work with the software on your own to create GIS maps, work with geographic data, and perform GIS analysis. The office of the Surveyor General, Ministry of Land, Ministry of Environment, Housing Authority/agencies stand to benefit from the development of a LIS.  Some of these are itemized as follows.

  • Survey Map updating for
  • deed registration
  • property assessment for taxation purposes
  • land use changes
  • Zoning applications for
  • recording zoning changes
  • enforcing zoning restrictions
  • Solid waste collection routes
  • Other applications

COURSE OBJECTIVESThe main aim of this course is to school surveyors, town planners, architects on methodology to develop a land information system (LIS). At the end of this course, participants will be able to:

  • Convert all paper maps and documents pertaining to survey/land records (cadastral maps, land use maps, title deeds etc) into digital formats.
  • Capture and collate all other digital-based data (aerial photographs, satellite imageries, autophotos etc)  into a geographic information systems framework
  • Develop a Land Information System (LIS) for physical and socio-economic planning applications
  • It is to introduce a new GIS technology for the purpose of managing government real properties with anticipated applications of the outcomes for various functions such as:

Effective Map updating for:        Survey  quality assessment        property assessment for taxation purposes        Land use changes.         Zoning applications for:        recording zoning changes        enforcing zoning restrictions on government estates

  • Spatially discover all properties and recover revenue you never knew you had
  • collate data about real estate markets
  • provide data to help government determine rational land use policies
  • facilitate the rational management of property assets held by government
  • Organizing a central government  real property database using Geodatabase
  • A scratch to computerize the entire system for better service delivery
  • Increases the revenue through information on other ministry real property management in the Nigeria
  • Prevention of revenue leakages and government estates property tax evasion
  • Promotion of uniform property tax system and one stop gap revenue administration in the country
  • Introduction of new spatial technologies for existing and incoming professionals
  • Keeping the beneficiaries in-touch with the modern computer applications
  • And much more…
